The City of Coral Gables Planning and Zoning Board held a meeting on August 12, 2026, to consider a series of six related items concerning the University of Miami's campus development. The agenda included comprehensive plan amendments, zoning code and map amendments, a development agreement amendment, and a conditional use review. The University of Miami sought to increase the maximum floor area ratio (FAR) to 1.0, allow hospital use with up to 100 beds in the multi-use zone, increase retail use, expand the multi-use area boundaries, and raise the student enrollment cap from 13,000 to 17,500 over the next 30 years. A significant component of the agreement was the conveyance of a 5.5-acre parcel, Lee Lincoln, to the city as a passive public park. The board discussed concerns about traffic impacts, hospital necessity, and community engagement, with some members requesting further clarity and flexibility on deed restrictions for the park. After public comments and detailed presentations by university representatives and city staff, the board voted to approve all six items consistent with staff recommendations. Additionally, a separate ordinance to align development agreement durations with state law was approved.
