Fee Schedule Update and Stakeholder Input Session - 07/16/2026

The City of Port St. Lucie held a stakeholder input session on July 16, 2026, to discuss proposed updates to the fee schedule for utility engineering, public works, and planning and zoning services. The session focused on addressing a significant shortfall in cost recovery for these discretionary fees, which have not been updated in over a decade. The city engaged an independent contractor, MGT, to analyze the true cost of providing these services and recommended fee increases and new fees to better align charges with actual costs, thereby reducing the subsidy burden on taxpayers and ratepayers. Key fee adjustments include increases in construction plan reviews, engineering inspections, site plan reviews, right-of-way permits, and upland preservation mitigation fees, with some new fees proposed for services currently provided without charge. The city plans to implement these changes by October 1, 2026, and will incorporate a CPI inflation adjustment mechanism for future fee updates. Stakeholder feedback was encouraged and will be considered before the city council votes on the fee schedule update in late summer 2026.
