7.14.26 Board Briefing

The Multnomah County Board held a briefing on July 14, 2026, focused on the Preschool for All (PFA) true cost of care study conducted by the Department of County Human Services (DCHS) and the Preschool and Early Learning (PEL) division in partnership with Prenatal to Five Fiscal Strategies. The study aimed to develop a dynamic cost modeling tool to better understand the true operating costs of the PFA program, including salary scales, inclusion supports, and program standards, to inform future budget and policy decisions. Preliminary findings showed that current PFA reimbursement rates cover approximately 91% to 94% of the true cost of care, with projections for 2030 salary goals increasing costs. The board discussed challenges such as inclusion support funding, workforce education goals, liability insurance costs, and administrative expenses. The tool allows scenario analysis to evaluate policy options and financial implications. The board plans further work sessions to refine the model and consider policy and budget adjustments for sustaining and expanding the universal preschool program.
