The City of Oxnard's Public Works and Transportation Committee met on June 23, 2026, to discuss and recommend approval of a revenue agreement (A-8616) with Coastal Byproducts for a pilot study involving the delivery of fats, oils, and greases (FOG) to the city's wastewater treatment plant. The agreement covers an initial one-year term from July 22, 2026, to July 21, 2027, with options for two additional one-year extensions. The pilot aims to verify a prior study's findings that the plant can accept up to 50,000 gallons of FOG daily without negative impacts, using the FOG to increase biogas production for heat and electricity generation. The city will charge Coastal Byproducts a fee per gallon of FOG delivered, generating estimated annual revenue between $25,000 and $50,000, with no direct financial cost to the city. Revenues will be recorded in the Wastewater Operating Fund 611.
