The City of Des Moines Planning and Zoning Commission held a meeting on June 4, 2026, to consider a rezoning request from Monte Properties Inc. for the property at 2006 Indianola Avenue. The proposal sought to amend the comprehensive plan and rezone the property from a residential district (N-5) to a mixed-use district (MX-1) to allow conversion of a retail sales use to a tobacco store. Staff recommended denial due to concerns about the property's proximity to residential areas and potential traffic and neighborhood impacts. The business owner, a tenant, testified that the tobacco store had been operating since January 2026 and that neighborhood meetings showed no opposition. After discussion, the commission voted 6-5 to approve the staff recommendation to deny the rezoning request, thereby preventing the tobacco store use at this location. The decision will be forwarded to the City Council for final determination.
