FOP Negotiations Meeting #5

The City of Lewiston, Idaho held its fifth FOP (Fraternal Order of Police) negotiations meeting on April 14, 2026, focusing primarily on discussions around specialty pay adjustments, budget impacts, and contract language changes. The city presented an offer to increase the specialty pay pool by an additional $100,000, bringing the total potential budget impact to approximately $300,000, which would equate to about a 1.25% property tax increase. Negotiators discussed the allocation of these funds among various specialty pays, including instructor certifications and investigation pay, as well as proposed changes to overtime calculation language and cost-of-living adjustments (COLA). The city also proposed changing COLA language from a guaranteed minimum to discretionary, giving the city council flexibility in budget decisions. Additionally, there were discussions about changes to the footwear allowance policy, moving from a flat reimbursement to a department-approved purchase system to better manage costs. The parties agreed to continue refining contract language and to bring proposals back to their respective bodies for further consideration.
