The City of Sparks held a Capital Improvement Plan (CIP) Budget Workshop to discuss the proposed CIP for fiscal years 2027 through 2031. The meeting featured detailed presentations on various infrastructure projects including transportation, utilities, parks, public safety facilities, and IT systems. Key highlights included a $35.7 million primary CIP budget, a $30 million new city hall project funded by Redevelopment Area 2, and a $23 million share in the regional wastewater treatment plant upgrades. Transportation projects focused on road rehabilitation and maintenance with an emphasis on pavement condition indices and cost-effective preventative maintenance. Utility projects covered sewer system upgrades, storm drain improvements, and critical infrastructure replacements at the wastewater treatment plant, including a $60 million new dewatering facility. The workshop also addressed funding challenges, emphasizing the importance of meeting a 2.5% general fund transfer to support ongoing and deferred projects. IT capital investments were restructured to better anticipate future expenses, with a five-year outlook presented. The council unanimously approved the proposed CIP items, reflecting a commitment to fiscal stewardship and infrastructure renewal.
