The City of Flint's 2025 State of the City Broadcast Special, delivered by Mayor Sheldon Neely, highlighted significant economic recovery and community development efforts since 2019. Key procurement and budget-related achievements include a $480 million turnaround from a negative to a positive net position, a pension fund increase from 29% to 64% funded, and over $1 billion in assessed property values. The city has invested American Rescue Plan funds in small business grants, home repair programs including a $5.6 million roof replacement initiative, and infrastructure projects such as replacing 3,100 sidewalk squares and paving 17 miles of road. Flint also procured 40 new vehicles and heavy equipment, including police cruisers and street sweepers, with plans to expand hybrid and electric vehicle purchases.
