The City of Oxnard Housing Authority presented its five-year Public Housing Agency (PHA) plan covering fiscal years 2025 through 2029, along with the annual PHA plan and the Capital Fund Program budget for 2026. Key proposals include adopting an emergency housing choice voucher (EHB) program preference to transition families at risk of losing assistance due to funding constraints, and updating occupancy standards to eliminate gender considerations in unit size allocation to prevent discrimination. The Authority also plans to continue activities such as the Choice Neighborhoods Grant Program, project-based voucher allocations, and the Rental Assistance Demonstration (RAD) program to leverage funding for public housing improvements. The 2026 capital fund budget requests $1,057,000, primarily for capital improvements including furnace replacements and rebuilding public housing units. Public comments were solicited with no objections received, and the Board of Commissioners is recommended to approve the plans and authorize necessary certifications and fund expenditures.
