City Council 3/17/26 Agenda Item M2 Ninth Amendment to the FY 2020-21 Annual Action Plan

The City of Oxnard City Council discussed the ninth substantial amendment to the FY 2020-21 Annual Action Plan concerning the allocation of CARES Act funds received through HUD programs to address COVID-19 impacts. The city has fully expended its Emergency Solutions Grant coronavirus funds and has a remaining balance of approximately $331,927 in Community Development Block Grant coronavirus funds, plus an additional $160,787 available for reallocation. The council proposed funding two new public service programs through the Cultural and Community Services Department: a senior nutrition program to combat food insecurity and social isolation among low-income seniors, and the Stories to Stay outreach program to support early childhood development and housing literacy for low and moderate income families. These reallocations require no general fund impact and aim to fully utilize the remaining CARES Act funds by the March 2027 deadline. The council authorized the necessary budget appropriations, public hearings, and execution of agreements to implement these programs.
