The City of Socorro hosted a presentation by Melissa Kio, Deputy County Administrator for El Paso County, regarding a Capital Improvement Bond initiative set for the November 5th ballot. The bond proposal totals approximately $323 million, divided into five propositions funding various county projects including parks and recreation improvements, a new medical examiner's office, courthouse and annex renovations, county coliseum upgrades, and a new animal shelter. The bond would increase property taxes by an estimated 3 cents per $100 of property value, equating to about $5 per month for the average homeowner. The county plans to provide transparency through a public dashboard tracking project progress. If any proposition fails, the county cannot issue debt for those projects for three years or must seek voter approval again. The presentation emphasized the importance of voter approval to initiate these capital projects and detailed the financial implications and timelines for completion, projected through 2030.
