The City of Oxnard discussed its ongoing efforts to address homelessness through participation in the Ventura County Continuum of Care (COC) Alliance, a regional planning body funded by HUD that coordinates homeless services and funding. The city highlighted its collaboration with the COC to secure significant state and federal funding, including over $93 million for behavioral health infrastructure and $28 million for homeless assistance programs. Oxnard has also invested in staffing and partnerships with organizations like Mercy House to provide outreach and rapid rehousing assistance. Due to limited staff capacity and overlapping functions, the city recommended dissolving its local Commission on Homelessness while maintaining active participation in the COC to ensure continued eligibility for federal and state funding and to leverage regional coordination efforts.
