The City Council of Oxnard held a TEFRA hearing regarding the issuance of up to $32 million in tax-exempt residential rental project facility bonds by the California Statewide Communities Development Authority (CSCA) to finance the acquisition and development of the Casa de Carmen Apartments, a mixed-use multifamily rental project located at 241 West 2nd Street. The project, developed by Community Development Partners through Second NBLP, aims to provide 55 units of permanent supportive housing, a manager's unit, and a navigation center with 110 shelter beds for low-income and extremely low-income individuals. The hearing was conducted to comply with the Tax Equity Fiscal Responsibility Act requirements and to allow community input on the bond issuance. The project is expected to receive its certificate of occupancy by the end of the calendar year.
