City Council 10 21 2025 Agenda Item N 3 Agreement 32600054 with Badger Meter, Inc for BEACON

The City Council of Oxnard approved an agreement with Badger Meter, Inc. for a 5-year term from November 1, 2025, to October 31, 2030, not to exceed $1,627,436.40. This contract continues the provision of the BEACON software as a service, which supports the city's advanced meter infrastructure (AMI) project initiated in 2021. The project involved replacing approximately 43,000 water meters and installing cellular read endpoints to enable real-time and high-accuracy water meter readings. Badger Meter is the sole provider of this cellular read service and customer interface, including the Orion cellular network and the BEACON software with the Ion Water dashboard. Funding for this service is allocated from the water operating fund and incorporated into the city's annual budget process.
