City Council 12 16 2025 Agenda Item N2 Ratify an Emergency Order & Approve the Public Project

The City Council of Oxnard convened to ratify an emergency order and approve a public project agreement with Toro Enterprises, Inc. for urgent repairs to a water main break at the intersection of Oxnard Boulevard and Deep Street. Due to the emergency nature of the repairs and the significant damage caused, including a sinkhole and flooding, the council authorized dispensing with public bidding requirements under public contract code section 22050. The emergency repairs, initially estimated to exceed $100,000, were approved for a not-to-exceed amount of $130,000 to cover any additional unforeseen costs. Funding for the project will come from the water operating fund 601. The emergency order allows the city to proceed swiftly with necessary repairs to restore water service and ensure the safety and operability of the water distribution system.
