The City Council of Oxnard discussed the funding and establishment of a new overlay assessment district, Landscape Maintenance District 43A, to finance the Green Belt Lighting Replacement Project. The project involves replacing existing walkway lighting with taller, vandal-resistant, and energy-efficient light standards. Due to unexpectedly high project costs estimated at $719,880, which far exceed the approximately $150,000 available from the existing LMD43 assessment, the council considered three funding options: advancing funds from the general fund, creating a new overlay assessment to accumulate necessary funds, or funding largely from the general fund. The council recommended initiating proceedings to form the overlay district with the same boundaries as LMD43 and appropriating $40,000 from the general fund reserve to cover the costs of the Proposition 218 mail ballot proceeding and associated staff time. If approved, the overlay district would raise funds specifically for the project, with the general fund to be reimbursed accordingly. Further council approval would be sought for fund advances to initiate construction upon successful balloting.
