The City of St. Louis held a public hearing on November 6, 2026, regarding funding priorities for its FY2027 annual action plan. The Community Development Administration (CDA) said it had released its funding RFP in late July and that appropriating Board Bill 104 was before the Board of Aldermen. Estimated HUD funding includes approximately $17.4 million in CDBG and $2.4 million in HOME funds. Recommended CDBG/HOME allocations include about $3.3 million for public services, $1.9 million for interim assistance, $3.8 million for low- and moderate-income homeowner assistance, $5.4 million for housing production and preservation, $400,000 for economic development, $1.3 million for public improvements, and $3.5 million for planning and administration. The 30-day public comment period was open through November 12. No vote or contract award was reported at the hearing.
Public commenters requested support for small neighborhood developers, including forgivable loans, construction subsidies, and credit enhancements, and called for employment, reentry, and neighborhood-improvement programs. CDA clarified that this hearing focused on non-housing funding, pointed to a separate opportunity to apply for housing funds, and cited recommended support for SLATE’s Prison to Prosperity program and two Criminal Justice Ministry reentry programs. It advised prospective applicants to watch for the next funding opportunity expected in July and to contact CDA outside the competitive application period for guidance.
