The STPPS Finance & Administrative Committee as a Whole met on November 5, 2026. The board unanimously gave preliminary approval to seek State Bond Commission approval to refinance the 2017 and 2017A general-obligation bond issues, with bank proposals to be solicited. Officials estimated the refinancing could save approximately $700,000, subject to rates and bids; the outstanding coupons are primarily 5%, with about 11 years remaining. The board also unanimously approved an employee stipend MOU providing $2,000 to full-time employees and $1,000 to certificated support employees. A separate critical-shortage stipend MOU, estimated at $735 for eligible staff in specified special-education roles, passed 12–1.

The committee approved several school construction actions. These included a 50-year lease of parish land for Lyon Elementary parking at $5,000 annually, with approximately $600,000 in planned improvements; the Folsom Junior High modular project bid of $885,000 from Blanchard Construction Company LLC; and a $3,406,311 bid from Smith Construction Company for Folsom Junior High renovations and additions. It also approved a Mandeville Elementary renovation and addition bid from Taylor Enterprises, including base bid and alternate one (the amount was unclear in the transcript), and a $307,400 bid from Steel R Development LLC for Pearl River High cafeteria alterations. All of these actions passed unanimously. The committee also heard that bids for Mandeville High additions and renovations were expected before Thanksgiving, with a recommendation planned for December.
