The Municipality of Monroeville Council’s Citizens’ Night and Work Session on November 6, 2026, reviewed the draft 2027 budget and upcoming capital spending. The draft reduces operating expenses by about $457,000 while increasing capital requests by about $400,000, for a net reduction of roughly $57,000 in planned spending; officials said they were still evaluating possible deferrals to reduce use of fund balance. The presentation cited approximately $40 million in revenue, an estimated $22 million beginning and $20 million ending fund balance, and potential use of about $2.5 million from the OPEB fund. Possible deferrals included a Parks and Recreation van and police electric-bike and all-terrain-vehicle purchases. Council planned to consider advertising the budget the following week, with adoption anticipated in December; the discussed 5.5-mill tax rate was not presented as final.
The municipal manager reported a $3.3 million federal Safe Streets for All grant for the $4.1 million Forbes Hospital access-improvement project, with AHN Forbes Hospital providing an $835,000 match. Planned work includes roadway, traffic-signal, and pedestrian improvements on Haymaker Road, Gateway Campus Boulevard, and McGinley Road; no vendor or construction contract award was identified. Officials proposed handling demolition of the unsafe property at 2338 Monroeville Road with Public Works staff, budgeting for dumpsters and disposal and placing a lien for costs; the related resolution was slated for the next meeting. A Tri-COG Land Bank acquisition at 236 Taylor Street and an intermunicipal sewer-line transfer were also discussed; the sewer agreement was moved forward for inclusion on the next agenda, with no money changing hands. A conditional-use hearing for A&L Realty’s proposed car wash was held, but no approval vote was reported.
