The Mendocino County Board of Supervisors meeting on November 3, 2026, included a first-quarter FY 2026–27 budget review and discussion of infrastructure and emergency-service needs. Staff reported a $530.3 million adopted governmental-funds budget, down about $58.2 million from the prior year, balanced with approximately $2.66 million in one-time funds and about 42 fewer full-time-equivalent positions. First-quarter spending was reported as on track, though prior-year financial close and state reimbursements were delayed; staff also noted declining sales-tax revenue. The Board unanimously approved the recommended budget action, including a resolution amending the adopted budget. Supervisors requested a midyear report on capital needs, deferred maintenance, and roads. Staff described reserve policy targets, including a rainy-day reserve goal of 15% of budgeted expenditures; the rainy-day and infrastructure reserves each held roughly $3 million at the time of the presentation.
The Board directed staff to continue working with the Mendocino Coast Recreation and Park District on a Bower Park Phase 3 state parks grant application, with the County as applicant and the district as co-applicant; the resolution and application were to return for approval at a subsequent meeting. No grant award or new project expenditure was approved at this meeting. Six public ambulance agencies presented their work on a proposed joint powers agreement to coordinate services and pursue shared initiatives, including grants; the presentation was informational, with no funding decision. Supervisors discussed previously set-aside PG&E funds as possible support for EMS work. The Board also unanimously expanded a solar ad hoc committee’s scope to explore energy projects that could reduce the County’s carbon footprint and operating costs.
