The City of Lancaster Planning Commission met on November 4, 2026. Partners for Environmental Stewardship and site engineer Rettew Associates presented a sketch plan for a proposed environmental center on the city-owned Sunnyside Peninsula. The nonprofit said it was selected through an RFP in early 2024 to design, build, and operate the center and collaborate with the city on a broader 70-acre nature-preserve master plan. City Council has approved a lease for about nine acres for the center; the master plan is expected to return to the commission at a future meeting. The proposed facility is approximately 39,000 square feet and would include educational and meeting spaces, green roofs, shared parking, and sustainable energy, water, and wastewater features. The presentation addressed parking, floodplain constraints, utilities, and site connections. No project cost, contract value, or procurement vote was reported at this meeting; the sketch plan was discussed rather than approved.

The commission approved the October 21 minutes, voted to table certification of blight for 208 Ruby Street for 30 days to allow follow-up with the new property owner, and voted to certify 646 East Walnut Street as blighted. A possible amendment to reduce the size of the Planning Commission was also mentioned for a future meeting, with no action taken.
