The Santa Cruz County Regional Transportation Commission meeting on November 5, 2026, included a public hearing and unanimous approval of the proposed Measure D regional and Lift Line five-year plans, along with authorization for staff to update the RTC and Measure D budgets and work program. The plans continue previously identified capital projects rather than adding new regional projects, including rail-trail segments and maintenance, Highway 1 improvements, rail-corridor preservation, and safety and complete-streets work. The presentation noted that $70 million in bonds had recently been issued, with debt service reflected in the plans, and that Measure D has helped secure more than $490 million in outside grants. A separate update said the North Coast Rail Trail construction had leveraged local Measure D funds to secure approximately $45 million in federal funding.

Commissioners raised concerns about delays, ramp closures, and construction activity on the Highway 1 auxiliary lane/bus-on-shoulder project. Staff said it was coordinating with Caltrans and the contractor to assess schedule changes and possible ways to reduce disruption; an owner-initiated change order to keep ramps closed one at a time could cost millions, but no change order or additional spending was approved. Staff agreed to report back at the December meeting. In closed session, the commission voted to appeal a trial-court judgment in quiet-title litigation; no reportable action was taken on the other closed-session matters.
