Philadelphia City Council’s Committee on Streets and Services held a public hearing on November 6, 2026, under Resolution 260735, examining Philadelphia Parking Authority (PPA) enforcement during summer events, including FIFA Fan Fest, and oversight and local control. PPA leadership did not attend. A Streets Department deputy commissioner said the department sets curb and parking rules and the PPA enforces them as its agent; the city does not directly control the PPA’s board or its revenue distribution, which is governed by state law. He described the temporary, no-fee residential parking permit program around Lemon Hill and said planning began roughly two years before the events, though final implementation was rushed.
Residents described parking congestion and an unexplained exclusion of portions of Pennsylvania Avenue from the temporary permit zone, and raised concerns about advance notice, signage, and enforcement. A community representative also urged preserving effective PPA enforcement for street sweeping and abandoned-vehicle removal while addressing erroneous tickets, towing, and inconsistent enforcement. Public commenters called for measures including ticket amnesty, an independent forensic audit, greater local control, and changes to booting and vehicle-sale practices. No procurement awards, spending actions, or related votes were identified; the chair recessed the hearing to the call of the chair to allow further testimony, including from the PPA.
