The Ventura Unified School District Special Board Meeting, held November 7, 2026, included updates on labor negotiations, bond-funded facilities work, and the ongoing school-closure study. Staff reviewed public fact-finding recommendations on compensation and health benefits for VUEA and VESPA, including salary increases and changes to benefit plans; the district and unions were scheduled to resume negotiations November 9. No agreement or spending action was taken on this item. The board also discussed the bond program: the approved bond totals about $434 million, while current and projected costs—including potential additions for gym HVAC, field renovations, and districtwide painting—were estimated at roughly $487 million, about $50 million above the bond limit. Those additional projects were presented for discussion, not approval. Staff reported that Buena and Ventura high school audio-enhancement systems are installed, and that Ventura High School stadium work and Anacapa security fencing were expected to come to the board for consideration November 10; no contract award or procurement vote occurred at this meeting.
The board continued its school-closure study session, reviewing revised criteria and requesting further enrollment, academic, and financial data. Members discussed whether consolidation could help redirect resources to remaining schools, while community speakers raised concerns about impacts on students, enrollment, capacity, and vulnerable communities. Staff noted that approximately $30 million in modernization funding has been approved and that the district could be eligible for nearly $90 million by the end of the bond program; the board also requested information on community-schools funding. No school-closure decision or other purchasing action was taken. The agenda was adopted 3–0, the board voted 3–0 to enter closed session, and the meeting adjourned 4–0.
