The Special Police Oversight & Accountability Commission of the City of Vallejo met November 5, 2026. The secretary reported that the contract for the Independent Police Auditor (IPA) was expected to be finalized within a few weeks, with implementation anticipated by the next meeting. No contract award or spending approval was made. Commissioners also heard concerns about 40–50 uninvestigated complaints and whether the selected attorney would be independent of City staff, but no action was taken on those matters during the meeting.
The commission discussed whether to recommend continuing Vallejo’s use of Flock surveillance technology, including automated license plate readers, gunshot detection, and pan-tilt-zoom cameras. Police and legal staff estimated that ending the Flock contract before its 2029 expiration could cost the City about $200,000; the cost of alternatives was not known. After public comment and discussion of data sharing, audits, and vendor alternatives, the commission unanimously deferred the item pending further input from the Surveillance Advisory Board and additional information from Police Department staff; it made no recommendation to retain or terminate Flock. The related technology-audit policy was also deferred unanimously to December, with an external audit and possible IPA involvement raised for further consideration, including budget implications. The commission approved proposed canine-policy changes and recommended changes to the training policy, including reorganizing training-sergeant responsibilities.
