At its November 4, 2026 meeting, the St. Louis Board of Police Commissioners approved an agreement with Evergreen Solutions for a job-classification study. The RFP had been approved October 7; the contract is $72,250, funded from the Human Resources unit. The board also approved a wellness-unit coordinator position at grade 14 G1, funded from the department’s existing salary budget, and approved a resolution authorizing certain agreements in Exhibit D; the transcript does not identify those agreements. Members reviewed September budget reports and asked about final invoices for the Grill contract, expected at a future meeting. The board also discussed the need for a compensation-and-benefits study for commissioned officers, but no funding or action to commission that study was approved. The chief reported that the department was selected as one of four cities for the U.S. Department of Justice’s Model City initiative; the transcript describes a proposal and a $300 million program pool, but no specific award amount was confirmed. Potential uses discussed included real-time crime-center upgrades, cameras, replacement of a radio communications tower, drones, and other equipment and technology improvements.
The board approved revisions to Rule 7 following labor-management discussions. It also approved Resolution 2026-62 authorizing the department’s aerial response unit and drones-as-first-responders program by a 4–1 vote, despite the mayor’s opposition and concerns about public engagement, flight and recording limits, data retention, oversight, and training. The chief said the program uses the BRINC platform; no purchase price or new contract amount was stated. Resolution 2026-61 appointing interim board general counsel was approved, as was Resolution 2026-63 establishing the wellness coordinator position. The board’s discussion also emphasized providing commissioners more than 48 hours to review future materials and continuing community engagement around the drone program.
