The City of St. Louis Board of Aldermen met on November 6, 2026. Procurement- and spending-related business included first reading of Board Bill 109, which would appropriate $3,417,273 from the Use Tax and Proposition S funds for demolition and repairs through the mayor’s Office of Recovery; it was referred to the Budget and Public Employees Committee. Board Bill 110, authorizing an emergency-relief-funds agreement for tornado-related infrastructure work, was referred to the Public Infrastructure and Utilities Committee. The board also perfected Board Bill 65, establishing an airport capital-improvement program based on a project list, and Board Bill 92, authorizing a first amendment to lease agreement AL-045. A committee report also covered an airport luggage-cart rental agreement amendment, AL-022. No specific vendors were selected in these actions.

The board voted 11–2 to perfect the floor substitute for Board Bill 91, which would direct marijuana sales-tax revenue to the city’s Code Blue cold-weather response program and allow related planning and services; the bill was referred to the Legislation and Rules Committee for engrossment, not finally passed. Discussion noted the city’s existing $2 million Code Blue budget allocation and debated directing additional revenue to other needs, including EMS. An amendment proposing alternative allocations was withdrawn without a vote. The board also referred Board Bills 113 and 114, changing tax-abatement levels for redevelopment areas, to the Housing, Urban Development and Zoning Committee, and sent a resolution concerning Port Authority incentives for Cleveland High School redevelopment to that committee.
