The City of El Paso Plan Commission meeting on November 5, 2026, considered subdivision, right-of-way, and setback matters; no procurement activity, contract awards, vendor selections, or spending approvals were identified. The commission approved an industrial subdivision creating one lot near Piano Drive and Doniphan Drive, including requested exceptions related to right-of-way, parkway, and sidewalk requirements. It also approved a right-of-way dedication for an extension of Lomaland Avenue, with a condition, and approved an industrial resubdivision of approximately 529.82 acres into three lots with requested exceptions. For Mountain View Acres Replat A, the commission ultimately approved the subdivision and two exceptions but denied the requested sidewalk waiver, requiring sidewalk construction. A special-permit request for an existing porch encroachment was approved subject to conditions limiting the structure to its existing footprint and prohibiting enclosure, added construction above it, and further construction without additional approvals; required permits and inspections still apply.
The commission also forwarded the Envision El Paso comprehensive-plan update to City Council for consideration and adoption, with a scheduled Council action date of December 8. The plan includes a future land-use map, housing strategy, economic-development and incentive-policy recommendations, and infrastructure-related guidance, including street-design updates. Commissioners discussed implementation, housing and economic development, and city infrastructure needs; no budget allocations or purchases were approved.
