The City of Iowa City Planning and Zoning Commission met November 4, 2026, and recommended approval of VAC26-001, vacating approximately 4,037 square feet of unimproved public alley right-of-way between Valley and Lincoln Avenues. The Commission approved the recommendation with one member opposed (Townsend). Staff said the alley is not needed for access, utilities, or emergency circulation, and that adjacent owners already have encroachments there. The vacation would not itself transfer ownership: the City would determine fair market value and later consider conveyance, with adjacent owners offered the opportunity to purchase. No sale price or purchase decision was made at this meeting.
The Commission also considered a request to rezone about 3.5 acres at 3701, 3761, and 3821 Eastbrook Street from RM-12 to RM-20 with a planned development overlay, enabling a 40-unit, four-story building and increasing the site total from 56 to 68 units; the applicant requested a height waiver from 35 to 42 feet. The applicant said it would provide seven affordable units on the site, including one additional unit beyond the existing agreement, with rents and tenant incomes restricted to households at or below 60% of area median income for 20 years; five more affordable units are planned for Lot 4. Commissioners and residents discussed density, building height, parking, traffic, neighborhood buffering, and the length of the affordability requirement. The transcript does not include a final vote on this rezoning request. No procurement or public spending action was identified.
