The City of Oshkosh Sustainability Advisory Board met on November 5, 2026. The board reviewed proposed changes to Chapter 26, the trees and vegetation ordinance, including new terrace-planting provisions (Section 26.15; ordinance 2026-55). Discussion covered plant-height and woody-vegetation restrictions, leaf collection timing, chemical-use language, enforcement through construction specifications, and possible variance procedures. The board voted to recommend that staff consider the discussed revisions and clarifications, including review of the leaf-collection requirement and existing terrace conditions; staff will consult legal counsel before determining whether changes can be incorporated ahead of council review. No contract awards, purchasing decisions, or specific procurement budgets were identified.
The board also discussed sustainability activities and progress on city initiatives, including the draft sustainability action plan. The online public-comment period was extended to December 15, with consultant Hill Blue Dot expected to revise the draft for board review in January and subsequent council consideration. Members reviewed outreach and implementation priorities, including neighborhood engagement, the comprehensive energy plan, and native planting and reduced mowing. Grant funding was mentioned generally in connection with city energy-related work, but no specific amount or procurement action was provided.
