The November 4, 2026, meeting of the North Clackamas Parks and Recreation District (NCPRD) District Advisory Committee (DAC) included a review of district finances and the start of the FY 2027–28 budget process. Staff reported a $20.8 million adopted General Fund budget and $12.2 million across System Development Charge (SDC) funds, and forecast an approximately $470,000 funding gap for FY 2027–28. The district is seeking to carry unspent SDC funds from the prior fiscal year into the current year for continued work at the Concord property; the amount was not specified. Staff also reported that a $75,000 H3S grant will fund the Milwaukee Community Center transportation program, now operated by Impact Northwest without an NCPRD subsidy. No contract award or procurement vote was reported.
The committee discussed capital repair and replacement priorities, including aquatic-park equipment and building assessments, playground improvements, and a recently purchased parks-maintenance dump truck. Staff said the capital repair/replacement budget has about $1.3 million available, against broader district needs. Members reviewed a draft trail network plan, with prioritized projects expected by year-end and further comments invited during the following week; consultant Kend Associates participated in the presentation, but no contract decision was discussed. The proposed transition from a DAC budget liaison role to a finance and budget committee generated discussion about membership and community participation, but no decision was made. Staff also reported that Milwaukee City Council had voted to end intergovernmental agreement negotiations and was considering withdrawal from the district, with possible timelines of 2028–2030.
