At its November 6, 2026 regular meeting, the New Orleans City Council approved the 2027 millage ordinances, including a roll-forward of selected millages expected to generate about $23 million for the city’s general fund. Both measures passed 7–0 after amendments. Members said the revenue would help address the city’s budget gap and maintain services and staffing; they also committed to reviewing next year’s spending and results. The Council approved an ordinance raising the competitive-selection threshold for professional-services contracts from $10,000 to $50,000 (6–0), with added requirements for multiple price requests, reporting, and controls. It also adopted permit-fee changes, including a $50 increase to the zoning-review fee and removal of the alcoholic-beverage permit application fee.
The Council authorized an emergency direct contract with Cypress Building Conservation LLC, not to exceed $528,080, for stabilization and restoration work at Gallier Hall; dedicated capital funds, not the general fund, will pay for it. Members approved several contract amendments, including GEC Inc.’s continued management of the Ag Street Solar Farm project using bond funds, and amendments involving Global Solutions Group, Looks Gray Services, Southern Disaster Recovery (Zones 1 and 2), Supreme Developers, and Thompson’s Consulting Services; some were identified as general-fund-funded. The Council also authorized CURO to issue an RFQ for a technical adviser and approved the 2027 Housing Trust Fund implementation plan. No procurement award amount was stated for the other contract amendments.
