The Town of Centreville Council meeting on November 5, 2026, included several procurement and funding actions. The council approved the sole bid from Hoffman Irrigation LLC to replace the town’s irrigation pivots for $1,020,000, net of a $30,000 credit for the existing equipment; the contractor committed to completing the work by December 22. Staff reported on American Rescue Plan Act (ARPA) projects, including completed or underway purchases and improvements, and said the funds must be spent by December 31, 2026. The report also noted about $150,000 remained unspent while final project costs were being monitored. Separately, the council authorized applications for a Maryland Clean Energy Center grant to fund a community solar feasibility study, a Maryland Energy Administration grant of up to $750,000 for a potential second phase of the solar initiative, a Maryland Department of Natural Resources community flood planning grant to support a consultant’s review of land-use regulations, and a $5,000 Keep Maryland Beautiful grant for oyster restoration and educational activities at the wharf. These were approvals to apply for funding, not grant awards.

The council also authorized withdrawal from the Maryland Time to Care Act Collaborative and use of the state plan for paid family and medical leave, citing uncertainty about collaborative pricing and administration; staff reported the town had previously paid a nonrefundable $3,000 participation fee and had budgeted to cover half of the required contributions. In closed session, the council discussed employment contract terms for the chief and town manager and approved moving forward with contract changes. Other discussion included a request to consider property-tax relief for disabled veterans, short-term rental rules, school-area traffic and community events; no procurement action was identified on those topics.
