The City of Oakdale Planning Commission met on November 5, 2026. The commission considered Crossroads Properties’ request to replace a damaged static billboard near Tanner Lake with an electronic billboard, including a zoning text amendment to permit billboards in the PUD and variances to increase the height limit from 35 to 50 feet and reduce message display time from 30 to 8 seconds. Staff recommended denial, citing inconsistency with the PUD’s purpose and concerns about the variances’ justification and effects on the area. The commission did not approve the text amendment and passed a motion recommending denial of the variance. The applicant, representing Crossroads Properties, and Outfront Media described the proposed billboard and offered community messaging and removal of another billboard as benefits. No procurement or spending action was identified.

The commission also considered city-initiated PUD ordinance changes and passed a motion recommending approval. The proposed changes would require a developer-led neighborhood meeting after City Council concept-plan review and before a new PUD application, and would move public hearings for PUD amendments from the City Council to the Planning Commission; hearings for new PUDs would remain with the City Council. The commission discussed its 2027 draft work plan and possible scheduling of advisory-body training, and staff reported no applications were expected for a December meeting.
