The City of Charlotte Budget, Governance & Intergovernmental Relations Committee met November 5, 2026. Members discussed the proposed governance structure and community-benefits framework for a major transportation project along the I-77 corridor, which was expected to be considered by Council on Monday. The framework set a $300 million minimum for community benefits, with discussion of how the amount and category allocations might change if the total rises to $450–500 million or more. Members favored retaining flexibility for a later task-force plan, considered giving N.C. DOT one rather than two seats on the working group, and raised the need to identify road improvements that could ease construction-related detours in advance. No contract award or purchasing decision was identified; the project’s working-group structure was slated for further Council consideration.
The committee also reviewed Charlotte’s draft state and federal legislative agenda after the November 3 election. Members discussed priorities including public safety and court-system resources, public education, data-center reporting and protection of residential utility customers, attainable housing, downzoning rules, enforcement technology, and urban street-paving funding. The committee approved advancing the agenda with amendments to add support for public education, emphasize court-system staffing and maintenance funding, and strengthen the data-center positions on public reporting and residential customers; the motion passed unanimously. Staff and contract lobbyists were asked to maintain regular updates and coordinate with local legislators and other municipalities. Adoption by the full Council was expected in December, with flexibility for later revisions.
