The Mountlake Terrace City Council regular meeting on November 5, 2026, included the first public hearing and review of the proposed 2027–28 biennial budget, with a focus on water, sewer, and stormwater operations and capital projects. Public Works outlined proposed capital spending of approximately $12 million for water, $10 million for sewer, and $8 million for stormwater. The water and sewer budgets assume annual rate increases of 6% to support operations and capital work; stormwater would rely on its comparatively healthy reserves. Projects include water-main upgrades coordinated with street work, sewer-pipe and treatment-plant improvements, and stormwater pipe repairs. A 220th Street water-quality project is expected to receive a $4–5 million Ecology grant covering 100% of eligible costs. Staff also said an asset-management software selection is nearing completion, with a proposal expected before Council in December or January; related staffing support would come from reassigned duties, with no new FTEs proposed.

The budget public hearing was closed without public testimony, and no budget adoption or procurement award occurred; Council is scheduled to consider the budget on December 3. The meeting also included approval of consent-agenda items A–D and approval of two Planning Commission appointments, neither described as procurement-related. A speaker presented a housing toolkit, and another urged support for an immigrant emergency fund; no related spending action was taken.
