The City of Minnetonka Planning Commission met November 5, 2026, to consider land-use applications and a proposed zoning ordinance update. The Commission approved a final expansion permit for an addition at 10104 Lakeview Drive West. It voted 5–0 to recommend denial of the Oakland Estates preliminary and final plats and easement vacations, citing concerns about preserving stormwater storage, wetlands, and water-quality protections. The Commission also voted 5–0 to recommend approval of conditional use permits for additions and canopies at Hopkins High School and North Middle School, and for an outdoor learning building at Gatewood Elementary School. The school projects were described as supported by a voter-approved referendum, but no project budgets, contract awards, vendors, or purchasing decisions were discussed.

The Commission discussed the city’s zoning ordinance rewrite, including duplexes in low-density residential areas, setbacks, drive-throughs, high-resource uses such as data centers, and approval authority for conditional and interim use permits. It recommended keeping duplexes as permitted uses as drafted (4–1), giving the Planning Commission final approval authority for CUPs and IUPs (unanimous), and recommending the draft ordinance to the City Council (unanimous). The City Council was scheduled to consider the land-use recommendations and ordinance on November 23. No procurement activity was identified.
