The City of Encinitas Planning Commission met on November 5, 2026. The commission approved its consent calendar 5–0, including the October 1 meeting minutes and the Stephen Gethins Yoga and Body Works project. It also approved a Heritage Grove designation for three critically endangered Paraná pine trees at 1190 Tuscany Court, and approved the Cala residence project at 701 Passiflora Avenue, which includes a new single-family home, an attached accessory dwelling unit, and associated improvements. The Cala proposal includes 606 square feet of steep-slope encroachment, within the applicable 10% limit. No contract awards, purchasing decisions, or other procurement activity were identified.

During public comment, speakers asked the commission to consider alcohol-license concentration and public safety, citing local DUI statistics and requesting a future discussion. Staff explained that alcohol-license concentration is primarily handled by the state Alcoholic Beverage Control agency, while the city reviews operational impacts through applicable permits. Commissioners discussed the process for raising the issue and the limits on directing staff work; no motion or action to place it on a future agenda was made. The November 19 meeting was canceled, and the next meeting was scheduled for December 3, 2026.
