The Mill Creek Planning Commission meeting, held November 5, 2026 (the meeting title identifies it as October 15), approved the September 17 minutes and unanimously closed a public hearing on comprehensive-plan amendments. The Commission then unanimously adopted Resolution 2026-185 recommending that City Council adopt the 2026 amendments, including the Southtown Center subarea plan and updated roadway classifications. Staff said the roadway changes would better reflect existing conditions and could help qualify planned complete-street improvements for grants and funding; sidewalks and other street improvements are in the pipeline. The amendments proceed to the state Department of Commerce for review before City Council consideration. No contract awards, bids, or purchasing decisions were identified.

The Commission also held a study session on the climate element, including greenhouse-gas inventories and future reduction and resiliency policies required under state law; Kimley-Horn consultants presented preliminary data, with further work and Commission review planned through 2027. Staff launched public engagement for a sign-code update and said a code-enforcement position may be considered in the next budget cycle. In other business, staff reported City Council direction on a DRCC property master plan and discussed potential annexation of unincorporated Snohomish County land, which could require substantial future zoning and comprehensive-plan work. Annexation methods are still under consideration, with options expected before Council in December; the data-center discussion was deferred to a future economic-development conversation.
