The City of Carmel, Indiana Plan Commission Committee of the Whole met November 5, 2026, to review three land-use and site-design petitions. No procurement activity, contract awards, vendor selections, or spending allocations were identified. For the Clay Shire PUD, a proposed 53-lot subdivision by MI Homes, the petitioner described revisions to trails, sidewalks, buffers, landscaping, playground amenities, and home designs. The committee voted 7–0 to forward the petition to the full Plan Commission with a favorable recommendation, contingent on staff review of final PUD language. The Venture at Meridian Trails PUD, a proposed 154-unit apartment complex, also received a favorable recommendation to the full Plan Commission; remaining items include updates to PUD language and engineering review of stormwater, easements, and signage provisions.

The committee deferred action on the Level Five Bank site plan and design for a one-story bank with two ATMs on North Michigan Road, continuing it to the next committee meeting, identified as December 1. Members and staff requested further work on the building’s architecture, colors and materials, entrance feature, and bike parking; the petitioner also reported revisions to underground stormwater detention and site access. These proceedings concerned private development proposals and design standards rather than public purchasing or procurement.
