The City of Oxnard Planning Commission met on November 5, 2026. The commission unanimously approved Special Use Permit 25-530-02 for AT&T to replace a stadium light pole at Pacifica High School, 600 East Gonzalez Road, with a stealth wireless facility incorporating stadium lights. The antennas would be concealed within the pole; the applicant said the design was coordinated with the school’s pole manufacturer. Commissioners discussed visual impacts, radio coverage, security, and a resident’s request for lighting improvements elsewhere on campus. Staff said those separate school lighting facilities were outside the permit’s scope. No contract award or purchasing action was identified.
The commission also recommended that the City Council approve the South Oxnard Connect Specific Plan and related zoning and environmental actions for an approximately 119-acre area, with amendments. The plan provides a framework for transit-oriented, mixed-use development across 13 opportunity sites, with capacity for up to approximately 2,100 homes; staff said the plan was supported by a grant, but no amount was stated. Commissioners and public speakers raised concerns about parking, affordability, displacement, community engagement, infrastructure, and future public oversight. The recommendation included retaining the scenic route designation on the south side of W. Wooley Road, prohibiting gas stations in the plan area, waiving appeal fees, extending the local marketing preference period from 60 to 90 days, and increasing the affordable-housing percentage from 10% to 15%. These were recommendations to the City Council, not procurement awards.
