🏗️ Construction & Infrastructure 🚨 Public Safety Physical Infrastructure Grants & Funding

The RCTV Budget & Finance Committee met November 5, 2026, and approved the investment, fund-condition, and risk-management reports. It accepted Sigma’s sole bid for medical stop-loss coverage, selecting the $600,000 attachment point at $43.33 per employee per month; the recommendation will proceed to the full commission. Members also approved a $2 million transfer from the solid-waste fund to the self-insurance fund for liability-related claims, including legal expenses. A joint TDOT application for the estimated $98.5 million Memorial Boulevard/Lebanon Highway widening project was approved to move forward: the city’s anticipated contribution is $25 million and the county’s is $6 million. The county contribution was not appropriated at this meeting; funding would be addressed if and when the state advances the project, with construction currently anticipated in 2033.

The committee approved several grant applications or funding actions, including a $5,477 no-match museum security grant; an application for up to $1.4 million in fully reimbursable funding for as many as 30 tornado sirens; applications for Homeland Security and Urban Areas Security Initiative grants, described as fully reimbursable; an application for up to $750,000 from the U.S. Department of Justice with no match; and an approximately $50,000 rural-health grant contribution toward an estimated $59,000 blood-storage equipment project for three emergency-response vehicles. It also approved the $2 million transfer and other budget amendments, school capital-project fund updates, and a building-codes director reclassification with a little over $8,000 in additional costs for the remainder of the budget year. The committee approved no-cost agreements for access to TDOT cameras and regional urban search-and-rescue/swiftwater-rescue mutual aid. Courthouse-ground use fees were discussed: $750 for a full day, $400 for a partial day, or $500 per day for multiday events, with discretionary waivers for 501(c)(3) charitable organizations.
