Tumwater Public Works Committee meeting, November 5, 2026. The committee recommended forwarding Supplemental Agreement No. 4 with Tierra Right of Way Services for the X Street Roundabout to the November 17 City Council consent calendar, with a recommendation to approve and authorize the mayor to sign. The agreement would increase the consultant’s maximum from $226,490 to $251,330; the presentation stated an increase of $24,480. The roughly $7.7 million project includes $5.4 million in federal grants. Right-of-way work and property negotiations have delayed construction, with bidding and construction anticipated in spring 2027. The committee also recommended approval of a $24,000 amendment to the Artisan Group on-call architectural services agreement, raising its cap from $100,000 to $124,000 for construction-phase support on the Parks and Recreation offices renovation; and a $46,372.88 amendment to the PSE Schedule 74 underground utility conversion agreement for Israel Road and Linderson Way, funded through the city’s transportation CFP. The PSE amendment was described as the final cost adjustment for that project.
The committee recommended final acceptance of the 2025 pavement maintenance project completed by Lakeside Industries. The presentation cited an estimated cost of $3.99 million and a final contract total of approximately $3.59 million; work included resurfacing about 7.3 miles of roadway. Members also recommended adopting municipal code changes to sewer service regulations, including updates to align references and penalties with current state requirements and to clarify appeal procedures. Motions on the listed items passed, forwarding them to City Council for consideration; no new contract awards were made at this meeting.
