The Reno City Planning Commission met on November 5, 2026. The main land-use item was the Keystone Canyon PUD amendment (LDC27-000031), which would allow up to 105 additional residential units—raising the development’s maximum to 850—and permit residential as well as commercial uses in the village-commercial area. After discussion of traffic capacity, sewer service, fire access, lighting, trails, and the continued possibility of commercial development, the commission unanimously recommended that City Council approve the amendment, subject to staff-report conditions and two additions: record the required easement before grading and qualify the PUD’s residential-and-commercial objective as subject to market conditions. Item D1, the 931 Gordon Avenue fence-height deviation, was continued to a future meeting with no action taken.
The commission also discussed proposed bylaws changes involving consent agendas, attendance, remote participation, meeting scheduling, and enforcement. Deliberations were still underway when the transcript ended, so no final action on the bylaws is recorded. No procurement activity was identified: the meeting included no contract awards, solicitations, vendor selections, purchasing approvals, or spending allocations.
