At the City of Norman Business & Community Affairs Committee meeting on November 5, 2026, members discussed a proposed agreement with the Cleveland County Economic Development Coalition (CCEDC), including the possibility of the city rejoining. The discussion focused on access to CCEDC’s audited financial statements, whether the city auditor and/or mayor should review them, and language addressing political advocacy by organizations receiving city funds. A council member cited a proposed annual contribution of $130,046 and stated that the city had contributed about $2,755,000 over 29 years; no contract approval or spending vote occurred. Any agreement would remain subject to annual appropriation and the city’s fiscal-year budget process.

Members also discussed the agreement’s term and notice period, the city manager’s role on the CCEDC board, and how confidential project information would be shared with council. The committee reached consensus to continue developing revisions: the city attorney will prepare a revised draft in coordination with CCEDC, and the draft or committee comments will be presented to the Economic Development Advisory Board (EDAB) for input before returning for further committee and council consideration. Members also suggested discussing the agreement at a study session.
