The City of Cranston’s Claims, Safety Services and Finance Committee meetings were held November 5, 2026. In Finance, the committee approved a memorandum of understanding with Johnson & Wales University for voluntary payments to the city: $100,000 annually plus a $50,000 catch-up payment during the first three years, followed by $100,000 per year with a CPI increase capped at 4%. The university had also sent a $120,000 advance payment. The grant-writing team reported more than $21.7 million in grants secured since about 2022, including $12 million for the Pocasset River watershed, and described a pending congressional appropriation of about $2.25 million for Ralph Square improvements. They invited the city to identify a roughly $2 million project for a future congressional funding request.
The Finance Committee also advanced to the full City Council an agreement to list the Barrows and Waterman school properties for sale. Sweeney Real Estate and Appraisal was selected for the listing; the proposed Barrows listing is for 180 days with a 5% sales commission. Under the agreement, $750,000 of sale proceeds would go to school capital projects, with the remaining net proceeds intended for the city’s rainy-day fund; the solicitor was asked to clarify that the school payments are not maintenance-of-effort funding. The committee also referred an agreement concerning a communication easement to the full Council after executive session. The first-quarter financial report showed revenues of about $100.3 million and expenditures of about $79.2 million, with a projected city surplus of roughly $469,000; officials noted purchase-order and budget monitoring, including IT purchases and fuel costs. In Safety Services, liquor-license items were approved or continued in blocks; the proposed Lounge 42 license transfer was continued to November 30 amid police concerns, and several other licenses were continued pending tax or fire-department clearances. No contract award for goods or construction was made.
