Spanish Fork City Airport Advisory Board meeting, November 5, 2026. The board received an airport finance and operations update: landing fees generated about $120,000 over the past 12 months, and Taxiway Bravo Phase 2 was substantially completed by contractor Geneva, with punch-list work underway and a lighting regulator on back order until early December. Staff outlined Phase 3 planning, with design and engineering through winter and spring 2027, a bid package planned for fall 2027, bids expected to open in March 2028, and construction targeted for completion by October 2028. Staff said the taxiway work is supported by federal grant funding and local county funds through the Mountainland Association of Governments; no new contract award or project dollar amount was reported. Airport growth updates included 36 completed general aviation hangars and more than 35 additional hangars expected from developers.

The board approved business requests for Open Sky Aviation (conditional on meeting requirements and securing a suitable hangar/tie-down arrangement), Time Build Air, My Flight West, and SH Flight Aircraft Completions. It also approved a development ground lease request associated with SH Flight’s proposed hangar addition; the proposal remains subject to City Council approval, development review, and permitting. A public commenter objected to revised hangar ground-lease terms, saying the changed terms had not been adequately disclosed and had delayed a hangar purchase. The board discussed a proposed tie-down-use policy, including written plans for inactive aircraft; a motion to update the policy was made, but the transcript does not capture a second or vote.
