The City of Berkeley Police Accountability Board’s November 4, 2026 regular meeting focused on surveillance technology oversight, particularly the Berkeley Police Department’s audit of its Flock automated license plate reader (ALPR) system. The Chief described the audit’s review of 35 flagged search patterns and random samples, and said the department can continue working with the Board on audit improvements. Board members and public commenters raised concerns about whether the audit can identify improper access or onward sharing of data by outside agencies, and discussed the value and cost of an independent audit. The Chief also cited ALPR’s role in locating a suspect vehicle in a fatal hit-and-run investigation. No contract award, vendor selection, or spending amount was approved at this meeting.
The Board discussed the forthcoming surveillance-technology use policies, acquisition reports, and an associated RFP and vendor information, which are expected to go to the City Council together in early January. A subcommittee will review the proposed policies and acquisition information, including whether vendor details should inform its recommendations; the Board noted that its review may not be complete by the City’s requested December 10 feedback date. The Board approved a motion to send Council a letter regarding the timing of receipt of the surveillance-technology report and the need for adequate review time. It also approved its proposed meeting schedule. Public comment additionally addressed the loss of the mental-health response unit and concerns about police cooperation with immigration enforcement; no related procurement action was identified.
