The Imperial City Council’s regular meeting was held November 4, 2026 (the meeting title; metadata lists November 5 UTC). In its fiscal year 2025–26 financial report, staff said general fund revenues were close to budget, expenditures were about $1.9 million below budget, and the city pool cash balance was $46.5 million, down $6.6 million largely because of capital improvement projects. Staff also reported a potential $130,000 impact from corrected county property-tax calculations. The council approved Resolution 2026-68 authorizing an application and five-year plan for the Permanent Local Housing Allocation program; the estimated five-year allocation is $444,044, with $71,047 and $75,366 identified for the first two years. Planned uses include completing kitchen and bathroom upgrades at city housing and addressing air-conditioning units, exterior doors, and flooring.

The council approved an agreement for a regional mobile California Redemption Value collection program, an MOU with Brawley for lifeguard and water-safety instructor training (including use of Brawley’s facility at no cost), and a professional-services agreement with West and Associates to prepare the city’s required urban water management plan; the contract amount was not stated. It also approved a 45-day pause on adult-oriented business applications, received and filed the FY2024–25 audit with no findings reported, and introduced an expedited permitting ordinance for EV charging stations. Staff reported a separate $500,000 IID FLOW grant for the Ralph Road waterline extension; the grant has a 50% local match requirement, and potential additional projects and city funding commitments are to be presented to council. Motions on several listed items, including the housing resolution, collection program, Brawley MOU, audit, and West and Associates agreement, carried 4–0.
