The November 3, 2026, Bastrop City Council meeting included several infrastructure and spending updates. Council unanimously approved resolutions addressing WJC Construction Services LLC’s Mayfest Arena Park bleacher-foundation work, acknowledging $93,500 in prior payments and authorizing conditional payment of the remaining $24,000, along with a separate procurement agreement with the same contractor. Staff reported that the Texas General Land Office-funded riverbank stabilization project near the Highway 150 bridge is estimated at $1.88 million; a separate Ferry Park slope project is estimated at $5.1 million and will require future funding. Staff also said Veterans Memorial bid documents are being prepared. Council unanimously approved a FY2027 budget amendment to fund a sidewalk plan covering more than 11,000 linear feet on several streets, drawing on available reserves and sales-tax-related funds. The council also discussed a previously approved 5% solid-waste service rate increase.

Other actions included unanimous approval of first readings for local development-code amendments establishing conditional-use and operational requirements for data centers, and for rural-property fence and driveway standards. The council also heard a presentation on a proposed Bastrop West development, including a hospital, hotel and convention center, retail, and housing; zoning approval would not itself authorize construction, which would remain subject to later reviews. No procurement award for that development was made at this meeting.
